As new Council Members Corbett Parker and Andrew Friedberg eased into their seats for the first time since being elected, one of the first orders of business was to appoint other new faces to serve the city.
The Bellaire City Council on Monday interviewed and voted on four new members to fill vacant seats on three city boards and commissions. The council also appointed a new Mayor Pro Tem, who will manage meetings when Mayor Cindy Siegel cannot attend.
Councilman Phil Nauert was also chosen to serve as Mayor Pro Tem for the next two years, replacing former Mayor Pro Tem Peggy Faulk, who left her council seat because she was term limited. Nauert also served as Mayor Pro Tem from 2002 to 2006.
Winfred Frazier will serve on the Planning and Zoning Commission, and his wife Johnnie Frazier will join the Bellaire Arts Commission. Bellaire resident Cassie Neumann was also chosen for the arts commission, and the Bellaire L.I.F.E. Advisory Board will welcome Jerisue Garner as its new member.
The Fraziers commonly attend Bellaire City Council meetings and speak out on issues important to them during the public comment section of the meetings. The couple has lived in Bellaire for 19 years.
Winfred Frazier has a long list of community volunteer work, including serving on advisory and decision-making committees, Parent-Teacher Associations and more. He is a licensed attorney and he serves as vice president and sales manager of KTRK-TV ABC 13.
“My goal is to make Bellaire a better place to live,” he wrote on his Planning and Zoning Commission application. “I understand the goals and challenges ahead for our city.”
Johnnie Frazier ran for Place 5 on the City Council, which was eventually filled by Friedberg. She is a pediatric physician.
“I would like to work with the BAC team on identifying, developing and restoring historic homes in Bellaire for all to enjoy now and into the future,” Johnnie Frazier wrote on her application for the Bellaire Arts Commission. She said she appreciates and collects art of all types, and has been a longstanding member of the Museum of Fine Arts Houston.
Cassie Neumann will also serve on the arts commission. She is a stay-at-home mom who has lived in Bellaire for three years. Neumann has volunteered in the community by serving in leadership roles for PATRONS for Bellaire Parks, the Bellaire Young Mothers, and other groups.
“I am a lover of the arts: writing, singing, acting, storytelling, creativity,” Neumann wrote on her application.
Jerisue Garner was appointed to the Bellaire L.I.F.E. Advisory Board. She worked at Chevron-Texaco for 34 years before retiring. According to Garner’s board application, she has volunteered in the community by scheduling various tours and other activities for seniors. Garner has lived in Bellaire for 38 years.
