If you are disabled, bedridden, and own your house and have an auto immune disease for over fifteen years you aren&#039;t able to drive, so your TDL has expired. If you are a quadriplegic you don&#039;t pay your bills, so none of them are in your name. You don&#039;t own a motor vehicle, so now you need to have someone pick you up in a Hoyer Lift, put you in a wheel chair and take you to the Texas Department of Public Safety and expose you to all the hacking, sneezing, coughing people that you are protected from in your homestead. In trying to get the crooks the innocent always pay the price for politicians stupidity.</description>

		<description>Some additional background on my view regarding the revised Solid Waste Ordinance, and Opposition to Senior Exemption, Support of Handicap Exemption

I voted for the revised ordinance not to make Bellaire residents to recycle (as others have stated as motivation) but to better apportioned the cost of the city providing solid waste collection service to the households utilizing more of that service. This ordinance does not force anyone to recycle, they just have to pay more if they use more of the city&#039;s solid waste collection service. Households that use more water, pay more for it. Households that require permitting, pay for those permits. The new scheme better apportions the costs of the city&#039;s service to the user of that service. Do you want to pay for your neighbors excessive water use? The new ordinance requires residents to pay more if the resident requires the city to pick up more of their solid waste, which costs the city money. The city pays for solid waste loads it takes to land-field, and is paid for those loads that are recycled. I was supportive of exempting disabled households that are unable to utilize the city&#039;s recycling service. While there are numerous city services various groups pay for that they never utilize, I nevertheless felt it was appropriate to support this exemption...especially given how few households this applies to.

However, I was unwilling to support the blanket exemption for seniors because it cost the city the same amount to pick up their recycling as other households recycling. Additionally, while only 3 seniors voiced the $2.50 monthly recycling fee being a financial burden, over twice that many seniors communicated that they felt seniors should not be exempted. Once again, I feel the revised ordinance better apportions the cost of city service to the user of that service, including seniors that are not disabled. 

While there are some tweaks to be made (such as holidays, high leaf periods, other issues brought up by residents), I feel it is a step forward for Bellaire. I feel that having the new policy in place for a couple months will give us good feedback (such as yours) on some tweaks that need to be incorporated into policy.
